Flores, 50, took over as coach of Getafe in January but resigned before the end of February.
He has also coached Valencia and Atletico Madrid -- where he won the Europa League and UEFA Super Cup in 2010 -- in Spain, Benfica in Portugal, and Al Ahli and Al Ain in the United Arab Emirates.
Watford will play in the Premier League for the first time since 2006-07 after finishing runners-up in the Championship last season.
