Saint-Etienne have put a £13.5 million price tag on midfielder Blaise Matuidi.
Interest in Matuidi is reportedly high with Liverpool, Arsenal and Newcastle all allegedly monitoring his situation.
The 24-year-old signed a new contract with Saint-Etienne back in 2009, tying him to the Ligue 1 club until 2013.
And the club's vice-president, Roland Romeyer, has outlined the terms at which Les Verts will allow an interested party to hold personal talks with Matuidi.
Romeyer said in the Daily Mail: "When he extended (his contract) with a big pay rise we all signed an agreement with his agents for €13million plus €2million bonus clauses.
"Below this rate, he is not allowed to leave. This is because he is not for sale. But it is obvious that if someone offers that amount, we will meet our commitments, and he will leave."
