Former Liverpool forward Djibril Cisse will only join Lazio this summer if the club can offload one of its strikers.
Lazio have held talks with Panathinaikos about signing France international Cisse but the deal is on hold.
"He will only arrive if one of our strikers leaves," Lazio president Claudio Lotito told Corriere dello Sport. "We have seven strikers in our team so he would be a replacement if one of them leaves."
Lazio striker Sergio Floccari has been strongly linked with a move to Parma this month. Cisse, 29, is one of the highest paid players at Panathinaikos and is under contract with the Greek outfit until June 2013.
