Rovers target Popov denied work permit
Ivelin Popov's proposed £1.5 million transfer to Blackburn from Litex Lovech has fallen through after the Bulgarian striker was denied a work permit.
Popov passed a medical at the Premier League club last week and had agreed personal terms but has been refused the necessary paperwork to complete the deal.
The 22-year-old has not made enough appearances for Bulgaria, having missed several games in the last year due to injury.
Popov, who has scored three goals in 15 internationals since making his debut in 2007, is expected to start Friday's Euro 2012 qualifier against England at Wembley.
