Remy, 27, was set to join Liverpool last month -- but the move collapsed after an issue with his medical.
Remy has signed a four-year contract at Stamford Bridge and will battle Diego Costa and Didier Drogba for a striking berth.
He told Chelsea's official website: "I feel very happy and very proud. When I heard Chelsea wanted to sign me, I said: 'Let's go.'
"They are one of the best clubs in the world. I remember the amazing atmosphere at Stamford Bridge when I played there for Marseille and I can't wait to play for the first time in front of my new fans."
The France international moved to QPR from Marseille in January 2013 and spent last season on loan at Newcastle United, where he scored 14 goals.
