It is expected that the Belgium international will sign a contract with Wolfsburg until 2019 and will be officially unveiled to the media on Sunday.
De Bruyne, 22, travelled to Wolfsburg for his medical late on Thursday ahead of what is reported to be a deal in the region of 20 million euros.
“We are close to the completion of the deal,” Wolfsburg sporting director Klaus Allofs told reporters. “We still need to sign all contracts with Chelsea.”
The Wolfsburg squad has recently been training in China during the Bundesliga winter break but will return to Germany on Friday, ahead of De Bruyne's move being rubberstamped.
“Everyone knew that Wolfsburg could turn into a real force,” Borussia Dortmund coach Juergen Klopp said. “They have a very good team, which has developed really well."
Wolfsburg are fifth in Bundesliga and are only two points behind fourth-placed Dortmund.
