Elmander, 32, joins the East Anglians subject to international clearance and will be spending a second stint in the Premier League, having previously played there with Bolton Wanderers.
He joins Javier Garrido, Ricky van Wolfswinkel, Gary Hooper, Leroy Fer, Carlo Nash, Nathan Redmond and Martin Olsson as a new arrival at Carrow Road and told Norwich's official website: "I'm very happy -- I'm really looking forward to starting training with the lads and to playing some games also.
"I know Norwich City has great fans and there's a great atmosphere in the stadium, plus I know a couple of players here already too.
"I'm very glad that the deal has been done, and now I'm looking forward to the season ahead."
Norwich manager Chris Hughton said he was "delighted" with the signing, hailing Elmander's experience "not only at club and Premier League level but as a current international".
Earlier, Galatasaray had confirmed that a move for Elmander was imminent.
"I can confirm Johan is moving to England. We have agreed with Johan, his new club Norwich and his agent Anders [Wallsten]. We wish Johan the best of luck in the future," Galatasaray technical director Bulent Tulun told sportexpressen.se.
