UEFA proposes tougher Serbia sanctions

UEFA disciplinary inspector Jean-Samuel Leuba has proposed harsher penalties for the Serbian Football Association (FSS) in respect of events during the Under-21 side's play-off with England in October.

UEFA announced in December that the FSS would be fined €80,000 and that the Under-21 team would have to play one match behind closed doors after the game in Krusevac, which saw home fans accused of racially abusing England players and a large-scale fight between the two teams.

Four Serbian players - Goran Causic, Ognjen Mudrinski, Filip Malbasic and Nikola Ninkovic - were also suspended, while fitness coach Andreja Milunovic and assistant coach Predrag Katic were banned from all football-related activites for two years. England Under-21 players Steven Caulker and Thomas Ince also received suspensions for their part in the brawl that took place.

UEFA was criticised for the lightness of the sanctions against Serbia, with FIFA president Sepp Blatter saying he would speak to Michel Platini to urge that "very, very strong, strong punishment" was delivered.

It has now emerged that Leuba has called for the following penalties:

• The Serbia Under-21 side to be banned from the next cycle of competition
• The FSS to be fined €200,000
• To ban fitness coach Andreja Milunovic from all football-related activities for a fixed term of five years, with a request for FIFA to extend the ban to cover worldwide competition
• To increase Nikola Ninkovic's suspension from two games to three

The FSS has until the end of January to appeal the measures, with FSS general secretary Zoran Lakovic confirming that there are plans to do so.

"We are disappointed because we didn't expect Leuba to change his initial stance on the punishments," Lakovic added.
