Blackburn will make a formal bid for Huddersfield forward Jordan Rhodes in an attempt to secure an immediate return to the Premier League.
Rovers are set to offer around £4 million for Scotland international Rhodes, who scored 40 goals last season to help Huddersfield win promotion from League One.
Fulham are also interested in Rhodes, 22, who has scored 85 goals in his three-year stay at the Galpharm Stadium but Blackburn hope to outbid them.
Rovers lost last season's 17-goal top scorer Yakubu to Chinese club Guangzhou in the summer and his £3 million replacement, Leon Best, has ruptured cruciate ligaments.
Steve Kean has also made approaches for West Bromwich Albion's Simon Cox and Arsenal's Park Chu-Young.
