A host of top European clubs have shown interest in Hazard, but he revealed in January that he intended to move to the Premier League this summer.
Manchester United and Tottenham are confirmed admirers, while Chelsea and Arsenal are also said to be in the running, but Mancini, who watched Hazard last month when Lille played Valenciennes, feels the Belgium international would be best suited to Eastlands.
"I like Hazard a lot," Mancini told France Football magazine. "He's a good player, he's young and he would do great things in our team. Given his technical qualities City would be the perfect destination for him.
"I know him and have been following him for a long time. He's a player a lot of teams want."
