Hart, 29, is expected to leave the Etihad Stadium before the close of the transfer window, but he has been given the chance to appear in front of the home fans again in Wednesday's match as City look to secure their place in the group stage, having won the first leg 5-0 in Romania.
Yaya Toure will make his first appearance of the season after being named in the starting lineup, while 19-year-old right-back Pablo Maffeo makes his debut.
