Liverpool have advised supporters to not make their own way to Napoli's Stadio San Paolo for Wednesday's Champions League tie "due to risks to their personal safety."
The club last visited Naples for a Europa League match in 2010, when three away fans were treated for knife wounds and four others also suffered injuries.
Liverpool fans have been told to arrive at a meeting point, the Piazzale Pisacane, four to five hours before the game, which kicks off at 9 p.m. local time, where shuttle buses will be provided to take them to the stadium.
The name of every supporter in the 2,639 visiting allocation will be written on their ticket, and fans will need to show identification matching the name or be denied entry to the stadium.
Manchester City supporters were told they were unable to wear belts when they visited Napoli last season as part of general rules that apply in all Italian grounds.
Liverpool fans have been advised either not to wear belts or to leave them on the shuttle bus otherwise they will be removed when searches are carried out at the stadium.
Merseyside Police will have officers deployed in Naples to advise local police and gather information, but they will hold no powers.
"We have been working closely with Liverpool and Napoli Football clubs and supporters groups ahead of next month's match in Naples," Merseyside Police superintendent Dave Charnock told ESPN FC.
"We know there is great rivalry between fans but we also know that the majority of fans are well behaved and respectful and want to travel to Naples to enjoy the experience of what we hope to be a fantastic match."
UEFA told ESPN FC that "all necessary security measures" would be taken by Napoli and the local authorities to ensure the safety of fans.
