Vitesse Arnhem have been cleared of improper conduct over their relationship with Chelsea.
The Dutch football association (KNVB) ordered an investigation into the ownership and structure of Vitesse following allegations by former owner Merab Jordania that Chelsea heavily influenced policy at the club.
The Premier League champions have regularly loaned players to the Eredivisie side since 2010 and they currently have five members of their playing staff at the Dutch club on a temporary basis.
The KNVB insists there is nothing wrong with the relationship between the two clubs, however.
A statement from the governing body of Dutch football read: "From various interviews and other material available, the study concluded that there is no evidence that Chelsea has control in the policies of Vitesse.
"The study shows that there is no written partnership agreement established between the clubs, but Chelsea and Vitesse collaborate in some areas, such as the hiring of players.
"The presented leases between Vitesse and Chelsea are in accordance with the regulations and correspond to rental agreements between Vitesse and other clubs."
Izzy Brown, Dominic Solanke, Nathan, Danilo Pantic and Lewis Baker are all currently on loan at Vitesse from Chelsea.
