The 21-year-old midfielder agreed personal terms on a four-year contract at the Liberty Stadium and passed a medical after Swansea’s offer for him was accepted.

The Capital One Cup winners outbid Crystal Palace for the England international midfielder, who has spent three years at Anfield.

Shelvey, a £1.7 million signing from Charlton in 2010, scored seven goals in 69 games for Liverpool and became a regular in the opening months of last season but he dropped down the pecking order thereafter and manager Brendan Rodgers was willing to sell him.

Norwich and West Ham were also linked with Shelvey, who made his England debut against San Marino in October 2012, but the firm bids came from Palace and Swansea.

Shelvey becomes Swansea’s seventh summer signing with Spaniards Alejandro Pozuelo, Jose Canas and Jordi Amat arriving, youngsters Gregor Zabret and Alex Gogic being recruited and Jonathan de Guzman returning to Wales on loan for a second season.

Liverpool had already brought in £15 million by selling Andy Carroll to West Ham and can expect a further boost to their finances if Thomas Ince leaves Blackpool. The Reds will  receive 35% of the fee the Seasiders receive because of a sell-on clause inserted into the deal that took him to Bloomfield Road in 2011.
